Project overview

After decades of no growth, Central Hawke’s Bay has recently experienced a period of rapid growth. The Council and community wanted to manage the potential community, character, and economic impacts of this growth while maximising the opportunities it presented. By implementing an Integrated Spatial Plan, Central Hawke’s Bay would be able to effectively and proactively manage growth across its three main towns.

Veros was engaged to lead a multi-disciplinary team to deliver an Integrated Spatial Plan for the three main towns in Central Hawke’s Bay; Ōtāne, Waipawa, and Waipukurau.

Alongside Central Hawke’s Bay District Council and design studio Isthmus, we delivered an Enquiry by Design workshop series and subsequent Social Pinpoint online engagement process to involve the local community in decision-making.

Project outcomes

Our Strategic Advisory team’s understanding of growth, development and the local government context provided seamless delivery for Central Hawke’s Bay District Council. The team ensured the Spatial Plan aligned with the Council’s Long Term Plan, District Plan, Infrastructure Strategy, and Council Policy requirements. This enabled Central Hawke’s Bay District Council to implement the Spatial Plan immediately through its District Plan review and 2021-2031 Long Term Plan processes.

One of the biggest challenges during the project was the impact of Covid-19 and the inability of our team to travel to Central Hawke’s Bay. The team shifted to digital engagement platforms to enable the project to proceed on the original timeline. An induction visit to Central Hawke’s Bay meant the team, including Central Hawke’s Bay District Council staff and elected members, had a great overview of the places and our approach. Luckily, New Zealand came out of lockdown in time for us to deliver the Enquiry by Design process in person.

Veros is proud to be part of the delivery of the Integrated Spatial Plan. The Plan reflects the community outcomes established by Project Thrive: The vision for the future of Central Hawke’s Bay, the NPS Urban Development, and the proposed NPS Highly Productive Land.
