Project overview

The CARE Village is a world-class facility on the shores of Lake Rotorua.

The CARE village is an aged care community offering hospital, rest home and dementia-level care but with a unique model. It is based on the Dutch De Hogeweyk concept and designed to replicate a small-scale New Zealand town to create as normal a life as possible for people in care, including those with dementia. Each household is themed and run on the different lifestyles New Zealanders are familiar with. All residents can move around the village as they wish and are kept safe within a secure perimeter. The households have their own kitchens, dining rooms and laundries, with professional support and carers available.

Veros was brought in to the project by the landlord when the viability of the project was under threat. Our role was to take control of the design and construction of the project and help get the project back on track. IN doing so, Veros took on the role as principals’ representative to collaborate closely with the design and construction team to value engineer the project in a way whereby the objectives of the facility were being delivered within the budget.

The facility successfully officially opened its doors in 2017 and has subsequently changed the face of aged care in the country. In 2020 was awarded the New Zealand Aged Care Association’s Overall Excellence Award.

Veros continues to be involved in the CARE Village, and Rotorua-based development manager Paul Spurdle sits on the Board as a Trustee.

Project outcomes

Veros provided both procurement and Engineer (to the Contract) services on this project.

Procurement involved the preparation of the formal procurement plan which provided a path to the successful appointment of the main contractor, together with the Registration of Interest and Request for Proposal (RFP) processes. Veros acted as the Chairperson for evaluation process and was fundamental in recommending the most suitable team for construction and delivery

As the Engineer to the Contract, Veros established both the tender and contract conditions used for the RFP process. In addition to the negotiating and fine tuning of contract during the tender negotiations with the preferred tenderer.

Project Manager Sun Kim outlines that on the Te Kete Aronui Rototuna library project there have been a few challenges faced and overcome on the project so far. “Our team have overcome a number of issues currently being experienced by the construction industry in terms of advising and managing cost fluctuations and resourcing shortages. Veros have provided contractual advice and negotiated amendments to the contract to best manage the risk whilst at the same time allowing the project to progress to meet their client’s objectives.”
